MINUTES OF PROCEEDINGS

TUESDAY, DECEMBER 2, 1997

The Standing Committee on Justice and Human Rights met at 3:37 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Paul E. Forseth, Derek Lee, John Maloney and Peter Mancini.

Acting Members present: Odina Desrochers for Michel Bellehumeur, Sue Barnes for Sheila Finestone, John McKay for Gurbax Malhi, Rahim Jaffer for Jack Ramsay and Mark Muise for Peter G. MacKay.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Mary C. Hurley, Research Officer.

Appearing: The Honourable Herb Dhaliwal, Minister of National Revenue

Witnesses: From Revenue Canada, Customs Border Services Branch, Commercial Operations Directorate: Allan J. Cocksedge, Assistant Deputy Minister and Maureen Tracy, Acting Director, Policy Development Division.

The Order of Reference dated Tuesday, November 18, 1997, being read as follows :

ORDERED,--That Bill C-18, An Act to amend the Customs Act and the Criminal Code be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

The Minister made a statement and, with A.J. Cocksedge and Maureen Tracy, answered questions.

At 4:08 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed.

At 5:08 p.m., the Committee adjourned to the call of the Chair.
