The Standing Committee on Justice and Human Rights met at 9:13 a.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.

The Order of Reference dated Thursday, October 29, 1998, being read as follows:
ORDERED, -- That Bill C-57, An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence be now read a second time and referred to the Standing Committee on Justice and Human Rights.
The Chair called Clause 1.
Howard Bebbington made an opening statement and with the other witnesses answered questions.
