The Standing Committee on Procedure and House Affairs met at 11:10 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.
Members of the Committee present: Peter Adams, Rick Borotsik, Pierre Brien, Marlene Catterall, Wayne Easter, Michel Guimond, John Reynolds, John Richardson, Jacques Saada and Tony Tirabassi.
In attendance: From the Library of Parliament: James Robertson, research officer.
Witnesses: From the House of Commons: Geoff Regan, Halifax West; Audrey O'Brien, Deputy Clerk. From the Privy Council Office: Ronald Wall, Director, Parliamentary Relations; Simon Ruel, Counsel.
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates for the fiscal year ending March 31, 2003 - Vote 30 under PRIVY COUNCIL (Office of the Chief Electoral Officer of Canada) referred to the Committee on Tuesday, February 28, 2002.
On motion of Jacques Saada, it was agreed, - That Vote 30, under PRIVY COUNCIL, carry.
By unanimous consent, it was agreed, - That the Chair report Vote 30, under PRIVY COUNCIL, to the House.
Pursuant to its Order of Reference of Friday, April 19, 2002, the Committee proceeded to the consideration of Bill S-34, An Act respecting royal assent to bills passed by the Houses of Parliament.
Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 is postponed.
The Chair called Clause 2.
Geoff Regan made a presentation and, with the other witnesses, answered questions.
The Committee commenced clause by clause consideration of the Bill.
By unanimous consent, clauses 2 to 7 carried.
Clause 1 carried.
The Preamble carried.
The Title carried.
The Bill carried.
ORDERED, -- That the Chair report Bill S-34 to the House.
On motion of Rick Borotsik, it was agreed that the Clerk of the House be instructed to draft Standing Order changes arising out of the adoption of Bill S-34.
At 11:38 a.m., the Committee adjourned to the call of the Chair.
