Tuesday, June 12, 2001

The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Rick Borotsik, Marlene Catterall, Michel Guimond, Joe Jordan, Derek Lee, Paul Macklin, Carolyn Parrish, Geoff Regan, John Richardson, Jacques Saada and Tony Tirabassi.

Acting Members present: Gérard Asselin for Stéphane Bergeron; Wendy Lill for Yvon Godin.

In attendance: From the Library of Parliament: James Robertson, research officer.

Pursuant to its Order of Reference of Tuesday, April 24, 2001, the Committee resumed consideration of Bill S-10, An Act to amend the Parliament of Canada Act (Parliamentary Poet Laureate) (See Minutes of Proceedings, Tuesday, March 13, 2001, Meeting No. 7).

The Committee proceeded to Clause-by-Clause consideration of the Bill.

On Clause 1,

Paul Macklin moved, -- That Bill S-10, in Clause 1, be amended by

(a) replacing, in the English version, lines 7 to 9 on page 1 with the following:

75.1 (1) There is hereby established the position of Parliamentary Poet Laureate, the holder of which is an officer of the Library of Parliament.

(b) replacing lines 20 to 30 on page 1, and line 1 on page 2, with the following:

(3) The Parliamentary Poet Laureate holds office for a term not exceeding two years, at the pleasure of the Speaker of the Senate and the Speaker of the House of Commons acting together.
