Meeting No. 41

Tuesday, December 11, 2001

The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Cheryl Gallant, Michel Guimond, Jay Hill, Joe Jordan, Paul Macklin, Carolyn Parrish, Geoff Regan, John Richardson, Jacques Saada and Tony Tirabassi.

Acting Members present: Robert Bertrand for Marlene Catterall; Garry Breitkreuz for Richard Harris; Carol Skelton for John Reynolds; Bill Blaikie for Yvon Godin.

In attendance: From the Library of Parliament: James Robertson, research officer.

Witness: From the House of Commons: Marie-Andrée Lajoie, Principal Clerk, House Proceedings.

Pursuant to the Order of Reference from the House of Commons of June 12, 2001, consideration of changes to the Standing Orders in order to improve procedures for the consideration of Private Members' Business.

On motion of Jay Hill, it was agreed, - That the motion not to make S-22 votable, adopted on November 27, 2001, be rescinded.

On motion of Jay Hill, it was agreed, - That S-22 be made votable.

Carolyn Parrish moved, - That the Standing Committee on Procedure and House Affairs report to the House changes to the Standing Orders for the consideration of Private Members’ Business, including a workable proposal allowing for all items to be votable cannot be achieved at this time.

The question being put on the motion, it was agreed to on the following recorded division:
