Meeting No. 34

Thursday, November 1st, 2001

The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Cheryl Gallant, Michel Guimond, Joe Jordan, Carolyn Parrish, Geoff Regan, John Reynolds, John Richardson, Jacques Saada and Tony Tirabassi.

Acting Member present: Bill Blaikie for Yvon Godin.

In attendance: From the Library of Parliament: James Robertson, research officer.

Witnesses: From Privy Council Office: Richard B. Fadden, Deputy Clerk, Counsel and Security and Intelligence Coordinator; Oonagh Fitzgerald, Assistant Secretary to the Cabinet, Legislation and House planning/Counsel.

Pursuant to Standing Order 104 and 107, in relation to the membership of the Liaison Committee, consideration of a draft report.

On motion of John Reynolds, it was agreed, - That the draft report be adopted as the Committee’s report and that the Chair present the Report to the House.

Pursuant to the Order of Reference from the House of October 15, 2001, consideration of the question of privilege raised by the Member of West Vancouver--Sunshine Coast regarding the matter of the media receiving information on the contents of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism, before Members of Parliament.

Richard Fadden made a statement and, with Oonagh Fitzgerald, answered questions.

At 12:33 p.m., the Committee adjourned to the call of the Chair.

Striking Committee

In accordance with the mandate of the Committee concerning its responsibilities as the Striking Committee and in accordance with an Order adopted on Wednesday, February 7, 2001, the Thirty-Fifth Report is deemed to have been adopted and the Chair is ordered to present it to the House.
