MINUTES OF PROCEEDINGS

Meeting No. 19

Thursday, May 10, 2001

The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Stéphane Bergeron, Marlene Catterall, Michel Guimond, Joe Jordan, Derek Lee, Paul Macklin, Carolyn Parrish, Geoff Regan, John Richardson and Jacques Saada.

Acting Members present: Robert Bertrand for Tony Tirabassi; Cheryl Gallant for Grant McNally; Richard Harris for Chuck Strahl; Peter MacKay for Rick Borotsik.

In attendance: From the Library of Parliament: James Robertson, research officer.

The Committee considered a draft report on the Parliamentary Calendar.

On motion of Jacques Saada, it was agreed, - That the draft report be adopted as the Committee's Report to the House and that the Chair present the Report to the House; and

- That the researcher and clerk be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.

The Committee considered a draft report on the provisions of Standing Order 87(6).

On motion of Carolyn Parrish, it was agreed, - That the draft report be adopted as the Committee's Report to the House and that the Chair present the Report to the House; and

- That the researcher and clerk be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.

The Committee considered the question of guidelines for Legislative Services and the Committees Directorate. It was agreed that the Committee circulate the guidelines to all MPs and invite comments before May 31st.

The Committee considered a draft report on the review of the radio and television broadcasting of the proceedings of House committees. It was agreed to add, after the second bullet of paragraph E, the following:

Video recording of committee meetings is subject to the express condition that the party so recording retain the original tape(s) for a period of 35 days, and upon receipt of a request in writing from the Speaker of the House of Commons, deliver forthwith the original tape(s) of any committee meeting video-taped pursuant to these rules.

It was agreed, - That the third bullet, paragraph E, be deleted and replaced with the following:

The House Broadcasting Unit and the Parliamentary Press Gallery, shall develop, a proposal for the acquisition and archiving of the tape-recorded materials by the House of Commons and submit it to the Committee for decision before the end of September 2001.

It was agreed, - That the draft report, as amended, be adopted as the Committee's Report and that the Chair report it to the House; and

- That the researcher and clerk be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.

At 12:27 p.m., the sitting was suspended.

At 12:29 p.m., the sitting resumed.

At 12:30 p.m., the Committee adjourned to the call of the Chair.
