Meeting No. 15

Thursday, April 26, 2001

The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Marlene Catterall, Michel Guimond, Joe Jordan, Derek Lee, Paul Macklin, Carolyn Parrish, Geoff Regan, Jacques Saada and Tony Tirabassi.

Acting Members present: Ivan Grose for John Richardson; Richard Harris for Chuck Strahl; Michel Bellehumeur for Stéphane Bergeron; Pierre Brien for Michel Guimond; Bill Blaikie for Yvon Godin; Peter MacKay for Rick Borotsik.

Other Member present: John Maloney.

In attendance: From the Library of Parliament: James Robertson, research officer.

Appearing: From the House of Commons: Anne McLellan, Minister of Justice.

Witnesses: From the House of Commons: Vic Toews, Member for Provencher. From the Department of Justice: Morris Rosenberg, Deputy Minister & Deputy Attorney General of Canada.

Pursuant to the Order of Reference from the House of March 19, 2001, question of privilege raised on March 14, 2001 by the Member for Provencher regarding the Department of Justice briefing the media on Bill C-15, An Act to amend the Criminal Code and to amend other Acts, prior to it being tabled in the House of Commons and at the exclusion of Members of Parliament.

It was agreed, on motion of Carolyn Parrish, - That the original deadline of April 16, 2001, for the Sub-Committee on Private Members' Business to report to the Standing Committee on the question of Standing Order 87(6), be extended to May 31, 2001.

Vic Toews made a statement and answered questions.

At 11:42 a.m., the sitting was suspended.

At 11:46 a.m., the sitting resumed.

The Minister made a statement and, with Morris Rosenberg, answered questions.

At 12:32 p.m., the Committee adjourned to the call of the Chair.
