MINUTES OF PROCEEDINGS

Meeting No. 14

Tuesday, April 24, 2001

The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Stéphane Bergeron, Rick Borotsik, Marlene Catterall, Michel Guimond, Joe Jordan, Derek Lee, Paul Macklin, Grant McNally, Carolyn Parrish, Geoff Regan, John Richardson and Jacques Saada.

Acting Member present: Bernard Patry for Tony Tirabassi.

In attendance: From the Library of Parliament: James Robertson, research officer.

The Committee considered its policy of distribution of documents in both official languages.

Pursuant to Standing Order 108(3)(a)(v), the Committee considered the review of radio and television broadcasting of the proceedings of the House of Commons

Mr. Jordan moved - That revisions be made to the 48th Report of the Procedure and House Affairs Committee on Broadcasting tabled in the House of Commons on December 3, 1998, as follows:

Tapes of Televised Meetings

(Paragraph E, third bullet, of 48th Report, be deleted and replaced by the following:)

"Video recording of committee meetings is subject to the express condition that the party so recording retain the original tape(s) for a period of 35 days, and upon receipt of a request in writing from the Speaker of the House of Commons, deliver forthwith the original tape(s) of any committee meeting video-taped pursuant to these rules."

Notice Period

(Paragraph E, ninth bullet, of the 48th Report, be deleted and replaced by the following:)

"A member of the Parliamentary Press Gallery wishing to video record a committee meeting must provide the clerk of the committee with reasonable notice in all of the circumstances prior to the meeting." (Such reasonableness to be determined by the Committee itself.)

Televising All or Part of Meetings

(Paragraph E, first bullet, of the 48th Report, be deleted and replaced by the following:)

"Video-recording/broadcasting will be done from the commencement of the meeting and will end only at a "natural break" in or at the end of the proceedings. Recording shall be suspended during suspensions in the committee proceedings."

Equitable Coverage of Committees

(Paragraph E, eleventh bullet of the Report, be deleted and replaced by the following:)

The objective of equitable coverage of all committees will be considered by the Committee when evaluating the success of these procedures.

Trial Period

(Paragraph E, the date June 30, 1999 in the first sentence of the opening paragraph of the 48th Report, be amended by the following:)

"The electronic media be allowed, on a trial basis to December 31, 2001, to film any public committee meetings held within the parliamentary precincts in Ottawa, subject to certain guidelines . . . ."

(That the last sentence of paragraph 3 of the 48th Report, be amended as follows:)

"That these guidelines for access to committee meetings by the electronic media be evaluated and assessed by the Standing Committee on Procedure and House Affairs before November 30, 2001. Unless an extension of these new rules are adopted by the House, these guidelines authorizing video recording will expire on December 31, 2001."

After debate, Mr Bergeron moved - That the motion be amended by deleting the paragraph under Tapes of Televised Meetings and replacing it by the following:

"That the House Broadcasting Unit develop in consultation with the Parliamentary Press Gallery a proposal for the acquisition and archiving of the tape-recorded materials by the House of Commons."

After debate, the amendment was agreed to.

It was agreed that the amended main motion be agreed to.

The Committee considered changes to Standing Orders concerning the March Break.

Mrs. Parrish gave notice of the following motion: That the Standing Committee on Procedure and House Affairs agree to grant the Sub-Committee on Private Members' Business an extension for its study on Standing Order 87(6), pursuant the motion adopted by the Committee on February 15, 2001.
