Thursday, October 25, 2001
The Standing Committee on Procedure and House Affairs met at 11:08 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.
Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Cheryl Gallant, Michel Guimond, Richard Harris, Joe Jordan, Paul Macklin, Carolyn Parrish, Geoff Regan, John Richardson and Tony Tirabassi.
Acting Members present: Garry Breitkreuz for John Reynolds; Libby Davies for Yvon Godin.
In attendance: From the Library of Parliament: James Robertson, research officer.
Witness: From the House of Commons: Marie-Andrée Lajoie, Principal Clerk, House Proceedings.
Consideration of the Order of Reference from the House of Commons of June 12, 2001 instructing the Standing Committee on Procedure and House Affairs to draft changes to the Standing Orders in order to improve procedures for the consideration of Private Members' Business.
Richard Harris moved, - That the report to the House read as follows:
In accordance with its Order of Reference from the House of Commons of June 12, 2001, your Committee has considered the matter of improving procedures for the consideration of Private Members' Business and has agreed to the following:
THAT, due to lack of time, the Standing Committee on Procedure and House Affairs was unable to draft changes to Standing Orders to improve Private Members’ Business and recommends that it be authorized to continue its deliberations beyond November 1, 2001, and that it present its final report no later than December 7, 2001.
Carolyn Parrish moved, - That, the motion be amended by replacing “December 7, 2001” with “April 12, 2002”.
The amendment carried.
The motion, as amended, carried.
At 12:30 p.m., the Committee adjourned to the call of the Chair.
