Meeting No. 30

Thursday, October 18, 2001

The Standing Committee on Procedure and House Affairs met at 11:12 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Cheryl Gallant, Yvon Godin, Michel Guimond, Jay Hill, Joe Jordan, Paul Macklin, Carolyn Parrish, Geoff Regan, John Reynolds, John Richardson and Tony Tirabassi.

Acting Members present: Paul Bonwick for Marlene Catterall from 11:12 to 11:47 a.m.; Claude Duplain for Jacques Saada; Garry Breitkreuz for Richard Harris.

In attendance: From the Library of Parliament: James Robertson, research officer.

Appearing: From the Department of Justice Canada: Anne McLellan, Minister of Justice and Attorney General of Canada.

Witnesses: From the House of Commons: John Reynolds, West Vancouver--Sunshine Coast.  From the Department of Justice Canada: Richard G. Mosley, Assistant Deputy Minister, Criminal Law Policy and Community Justice Branch; Morris Rosenberg, Deputy Minister & Deputy Attorney General of Canada.

Committee's mandate pursuant to Standing Orders 92 and 108(3)(a)(iv) in relation to Private Members' Business.

The Committee proceeded to its consideration of a draft report of the Sub-Committee on Private Members’ Business.

After debate, it was agreed, - That a dissenting opinion be appended to the Report.

It was agreed, - That the Report, as amended, be adopted and that the Chair present the Report to the House.

After debate, it was agreed, - That Bill S-7 be made a votable item and that the Chair present a report in the House.

Question of privilege raised on October 15, 2001 by the Member of West Vancouver--Sunshine Coast regarding the matter of the media receiving information on the contents of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism, before Members of Parliament.

John Reynolds made a statement and answered questions.

At 12:05 p.m., the sitting was suspended.

At 12:06 p.m., the sitting resumed.

The Hon. Anne McLellan made a statement and, with the other witnesses, answered questions.

At 1:10 p.m., the Committee adjourned to the call of the Chair.
