MINUTES OF PROCEEDINGS

Meeting No. 56

Thursday, March 21, 2002

The Standing Committee on Procedure and House Affairs met in camera at 11:13 a.m. this day, in Room 237-C, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Garry Breitkreuz, Pierre Brien, Marlene Catterall, Yvon Godin, Michel Guimond, Joe Jordan, Carolyn Parrish, Geoff Regan, Jacques Saada and Tony Tirabassi.

Acting Members present: Derek Lee for Paul Macklin; Murray Calder for John Richardson; Vic Toews for Cheryl Gallant; Joe Clark for Jay Hill.

In attendance: From the Library of Parliament: James Robertson, research officer.

Pursuant to the Order of Reference from the House of Thursday, February 7, 2002, the Committee resumed consideration of the question of privilege raised on January 31, 2002 by the Member for Portage--Lisgar concerning the charge against the Minister of National Defence of making misleading statements in the House (see Minutes of Proceedings of Thursday, February 7, 2002, Meeting No. 43).

The committee proceeded to the consideration of a draft report.

 

It was moved, -- That the draft report, as amended, be adopted as the Committee’s Report to the House and that the Chair present the Report to the House; and

 

That the researcher and clerk be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report.

 

The question being put on the motion, it was adopted.

 

By unanimous consent, it was agreed, -- That, notwithstanding the motion adopted on March 14, 2002, dissenting opinions be provided to the Clerk in both official languages and in electronic format no later than Friday March 22, 2002 at 9:30 am.

 

At 1:16 p.m., the Committee adjourned to the call of the Chair.

Striking Committee

In accordance with the mandate of the Committee concerning its responsibilities as the Striking Committee and in accordance with an Order adopted on Wednesday, February 7, 2001, the Forty-Ninth Report is deemed to have been adopted and the Chair is ordered to present it to the House.
