Thursday, February 7, 2002
The Standing Committee on Procedure and House Affairs met at 3:31 p.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.
Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Yvon Godin, Jay Hill, Joe Jordan, Paul Harold Macklin, Carolyn Parrish, Geoff Regan, John Richardson, Jacques Saada, Tony Tirabassi and Randy White.
In attendance: From the Library of Parliament: James Robertson, research officer.
Pursuant to the Order of Reference from the House of Thursday, February 7, 2002, consideration of the question of privilege raised on January 31, 2002 by the Member for Portage--Lisgar concerning the charge against the Minister of National Defence of making misleading statements in the House.
Marlene Catterall moved, seconded by Randy White, -- That the Committee adopt the report of the Sub-Committee on Agenda and Procedure, which reads as follows:
Subject to the adoption of an Order of the House referring to the Standing Committee on Procedure and House Affairs the question of privilege concerning statements made in the House by the Minister of National Defence, the Sub-Committee agreed to make the following recommendations:
That the proceedings be held in rooms 253-D or 237-C, Centre Block and televised;
That a preliminary list of witnesses be appended, and that other witnesses may be called;
That Brian Pallister, M.P. and Art Eggleton, Minister of National Defence be given the opportunity to be heard early on;
That, if the Committee deems it necessary, witnesses may be called for subsequent appearances;
That, the proceedings take place during sitting weeks and in the evening if necessary;
That the Committee report to the House before March 15, 2002, if possible.
