Tuesday, April 13, 1999
The Standing Committee on Industry met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Susan Whelan, presiding.
Members of the Committee present: Sue Barnes, Eugène Bellemare, Antoine Dubé, Rahim Jaffer, Marlene Jennings, Jim Jones, Francine Lalonde, Walt Lastewka, Ian Murray, Jim Pankiw, Janko Peric and Susan Whelan.
Acting Members present: Dan McTeague for Stan Keyes, David Chatters for Eric Lowther.
In attendance: From the Library of Parliament: Antony Jackson and David Johansen, Research Officers.
Witnesses: From the Canadian Chamber of Commerce: Paul Crampton, Partner, Davies, Ward and Beck; Nancy Hughes Anthony, President and Chief Executive Officer. From the Association of Canadian Travel Agents: Terry Ohman, Executive Director. From the Canadian Automobile Association: Brian Hunt, President; Jody Ciufo, Manager.
Pursuant to an Order of Reference of the House dated Tuesday, October 20, 1998, consideration of Bill C-235, An Act to amend the Competition Act (protection of those who purchase products from vertically integrated suppliers who compete with them at retail).
Nancy Hughes Anthony, Paul Crampton, Terry Ohman and Brian Hunt each made an opening statement and with the witnesses answered questions.
At 4:12 p.m., Eugène Bellemare took the Chair.
At 4:17 p.m., Susan Whelan took the Chair.
At 5:00 p.m., the sitting was suspended.
At 5:06 p.m., the sitting resumed.
At 5:06 p.m., the Committee proceeded to the consideration of its future business.
On motion of Marlene Jennings, it was agreed, - That the budget in the amount of $33,200 for the period from April 1 to June 30, 1999 be approved by the Standing Committee on Industry and that the Chairman be instructed to present the budget to the Budget Sub-committee for its approval.
Jim Jones moved, - That the Committee convene a public, comprehensive review of the Agreement on Internal Trade, whose purpose would be to improve the AIT's effectiveness in meeting its stated objectives.

Jim Jones proposed to moved, - That Ms. Debbie Weinstein be summoned before the Industry Committee in camera to answer questions regarding her management of the Prime Minister's blind trust.
The Chairman ruled:
Ruling by the Chair
Ms. Weinstein is a lawyer in private practice and is the solicitor to the Prime Minister. This motion infringes on solicitor - client privilege and does not relate to the mandate of the Committee in accordance with Standing Order 108(2). I must therefore rule the proposed motion out of order.
