MINUTES OF PROCEEDING
(Meeting No. 10)

TUESDAY, NOVEMBER 18, 1997

The Standing Committee on Industry met at 3:36 o’clock p.m., this day, in room 269, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Bonnie Brown, Antoine Dubé, Tony Ianno, Marlene Jennings, Francine Lalonde, Walt Lastewka, Eric Lowther, Jim Pankiw, Janko Peric, Alex Shepherd and Susan Whelan.

Acting Member present: Rahim Jaffer for Werner Schmidt.

Associate Member present: John Solomon.

In attendance: From the Research Branch of the Library of Parliament
: Antony Jackson, Research Officer.

Witnesses: From the Department of Industry: Jacques Hains, Director, Corporate Law Policy Directorate; Lynden Hillier, Executive Director, Co-operatives Secretariat, Agriculture and Agri-Food Canada; and Jennifer Elliot, Legal Policy Analyst, Corporate Law Policy Directorate. From the Alberta Wheat Pool: John S. Pearson, First Vice-President; Cam Mack, Legal Counsel. From the Manitoba Pool Elevators: Anders Bruun, Corporate Secretary and General Counsel.

Pursuant to an Order of Reference of the House dated Wednesday, October 22, 1997, the Committee proceeded to the consideration of Bill C-5, An Act respecting cooperatives.

On Clause 1

Jacques Hains made a statement and, with the other witnesses from the Department of Industry, answered questions.

John F. Pearson from the Alberta Wheat Pool, Anders Bruun from the Manitoba Pool Elevators, and Cam Mack from the Alberta Wheat Pool, each made a statement and answered questions.

Jacques Hains from the Department of Industry answered questions.

The witnesses from the Alberta Wheat Pool and the Manitoba Pool Elevators resumed answering questions.

At 5:19 o’clock p.m., the Committee adjourned to the call of the Chair.
