Meeting No. 83

Wednesday, February 3, 1999

The Standing Committee on Industry met at 3:40 p.m. this day, in Room 362, East Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Eugène Bellemare, Antoine Dubé, Jim Jones, Stan Keyes, Francine Lalonde, Walt Lastewka, Ian Murray, Jim Pankiw, Janko Peric, Alex Shepherd and Susan Whelan.

Acting Member present: Sheila Finestone for Marlene Jennings.

In attendance: From the Library of Parliament: Antony Jackson and John Craig, Research Officers. From Committees and Legislative Services Directorate: Jacques Lahaie, Legislative Clerk.

Appearing: The Hon. Anne McLellan, Minister of Justice and Attorney General of Canada.

Witnesses :From the Department of Justice: Joan Remsu, Senior Counsel, Public Law Section; Donald K. Piragoff, General Counsel, Criminal Law Policy Section; From the Treasury Board Secretariat: Michael Power, Assistant Director, Policy, Indepartmental PKI Task Force. From the Department of Industry: Stephanie Perrin, Director, Privacy Policy, Electronic Commerce Task Force.

Jim Jones moved, - That Mr. Howard R. Wilson, Ethics Counsellor, be summoned to appear before the Committee to answer questions on his review of the Prime Minister's business dealings.

The Chair ruled the motion out of order on the grounds that it was beyond the scope of the direct mandate of the Committee as it relates to the Department of Industry.

Pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

The Minister made an opening statement and with the witnesses, answered questions.

At 5:39 p.m., the Committee adjourned to the call of the Chair.
