Meeting No. 87

Thursday, February 11, 1999

The Standing Committee on Industry met at 9:12 a.m. this day, in Room 269, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Eugène Bellemare, Marlene Jennings, Jim Jones, Stan Keyes, Francine Lalonde, Walt Lastewka, Jim Pankiw, Alex Shepherd and Susan Whelan.

In attendance: From the Library of Parliament: Antony Jackson, Daniel Brassard and Nathalie Pothier, Research Officers.

Witnesses: From the Industry Canada: Serge Croteau, Director General; Peter Webber, Team Leader, Small Business Financing; Lenore Scanlon, Counsel, Legal Services; Robert Dunlop, Director General; As an Individual: Prof. Donald J.S. Brean, Professor of Finance & Economics, Faculty of Management, University of Toronto.

Consideration of Canada Small Business Financing Regulations (SOR/600598), pursuant to the Canada Small Business Financing Act, R.S. 1998, c. 36, sbs. 14(3).

Robert Dunlop made an opening statement and with the witnesses, answered questions.

At 9:38 a.m., the Committee proceeded to the consideration of its future business.

Jim Jones moved, - That Mr. Howard R. Wilson, Ethics Counsellor, be summoned to appear before the Committee to explain his mandate and responsibilities in the expenditure of his office, as listed under Industry Canada.

The question being put on the motion, it was agreed to.

At 9:41 a.m., pursuant to Standing Order 108(2), the Committee proceeded to the consideration of Access to Financing for Small Businesses.

Professor J.S. Brean made an opening statement and answered questions.

At 10:30 a.m., the Committee adjourned to the call of the Chair.
