Meeting No. 85

Tuesday, February 9, 1999

The Standing Committee on Industry met at 3:36 p.m. this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Sue Barnes, Eugène Bellemare, Antoine Dubé, Marlene Jennings, Jim Jones, Stan Keyes, Francine Lalonde, Eric Lowther, Ian Murray, Janko Peric, Alex Shepherd and Susan Whelan.

Acting Member present: Paul Bonwick for Walt Lastewka.

In attendance: From Committees and Legislative Services Directorate: Jacques Lahaie, Legislative Clerk. From the Library of Parliament: Antony Jackson, John Craig and Nancy Holmes, Research Officers.

Witnesses: From the British Columbia Civil Liberties Association: Murray Mollard, Policy Director; From the "Action réseau consommateur": Marie Vallée, Analyst, Policy and regulatory matters; Jacques St-Amant, Lawyer; From the Electronic Frontier Canada: Prof. Richard S. Rosenberg, Vice-President and Professor of Computer Science.

The Committee proceeded to the consideration of its future business.

Jim Jones moved, - That Mr. François Beaudoin, President of the Business Development Bank of Canada, be summoned before the Committee as soon as possible to explain requirements to granting loans, compliance measures and loan repayments, with specific reference to Mr. Yvon Duhaime.

And a point of order being raised as to the acceptability of the motion, the Chair moved:

- That no motion may refer to the personal affairs of a private citizen in relation to their private dealings with a recognized institution.

Jim Jones moved, - That Mr. François Beaudoin, President of the Business Development Bank of Canada, be summoned before the Committee as soon as possible to explain requirements to granting loans, compliance measures and loan repayments.

The question being put on the motion it was negatived by a show of hands.

YEAS: 2; NAYS: 7.

At 3:48 p.m., pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

Murray Mollard, Marie Vallée and Richard Rosenberg each made an opening statement and answered questions.

At 4:50 p.m., Eugène Bellemare took the Chair.

At 4:55 p.m., Susan Whelan took the Chair.

At 5:08 p.m., the Committee adjourned to the call of the Chair.
