Meeting No. 66

Tuesday, June 8, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:12 a.m. this day, in Room 209, West Block, the Chair, Guy St-Julien, presiding.

Members of the Committee present: Claude Bachand, John Bryden, John Finlay, Nancy Karetak-Lindell, Gerald Keddy, Mike Scott and Guy St-Julien.

In attendance: From the Research Branch of the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers.

Witnesses: From the Musqueam First Nation: Chief Ernest Campbell; Andrew Charles, Councillor; Jordan Point, Councillor; Lewis Harvey, Counsel; Allyson Fraser, Councillor; Nolan Charles, Councillor. From the Makivik Corporation: Pita Aatami, President. From the Nunavik Regional Board of Health and Social Services: Jean Dupuis, President & Base Manager, Air Inuit. From Air Inuit Ltd.: Peter Horsman, Executive Vice-President. From First Air: Robert Davis, President. From the Town of Kangirsualujjuaq: Maggie Emudluk, Mayor.

Pursuant to Standing Order 108(2), the Committee resumed its review of the administration of Leases under the Indian Act. (See Minutes of Proceedings of Wednesday, March 10, 1999, Meeting No. 53).

The Chief Ernest Campbell made an opening statement and, with the other witnesses from the Musqueam First Nation, answered questions.

At 12:36 p.m., the sitting was suspended.

At 12:42 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the crisis in the emergency medical evacuation system in the North.

Pita Aatami, Jean Dupuis, Maggie Emudluk, Peter Horsman and Bob Davis made statements and answered questions.

It was agreed, --That the following documents, referred to by the witnesses, be published as an appendix to today's Evidence: letter to Prime Minister Jean Chrétien dated June 4, 1999 and letter to the Standing Committee dated June 8, 1999 signed by Jean Dupuis; letter to Guy St. Julien dated June 6, 1999 signed by Peter Horsman and a brief from Air Inuit to the Standing Committee dated May 20, 1998.

At 1:10 p.m., the Committee adjourned to the call of the Chair.
