Tuesday, March 16, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:17 a.m. this day, in Room 705, La Promenade Building, the Vice-Chair, John Finlay, presiding.

Members of the Committee present: Claude Bachand, John Bryden, John Finlay, Louise Hardy, David Iftody, Nancy Karetak-Lindell and Derrek Konrad,

Acting Member present: At 10:30 a.m., Bev Desjarlais for Louise Hardy

In attendance: From the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers.

Witnesses: As individuals from the Norway House Cree Nation: Andrew Clarke, Band Member; Bryan Hart, Band Member; Luke Hertlein, Band Member; Leonard McKay, Band Member. From the Aboriginal Rights Coalition: Ed Bianchi, Co-ordinator. From the Manitoba Aboriginal Rights Coalition: Will Braun, Spokesman; Jack McLachlin, Member.

Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of lands, and respecting the establishment of certain reserves in the province of Manitoba. (See Minutes of Proceedings, dated, Thursday, March 2, 1999, Meeting No. 50).

The Committee resumed consideration of Clauses 2 and 8 of the Bill.

Andrew Clarke made a statement and answered questions.

Bryan Hart made a statement and answered questions.

Luke Hertlein made a statement and answered questions.

Leonard McKay made a statement and answered questions.

At 11:50 a.m., the sitting was suspended.

At 11:55 a.m., the sitting resumed.

Ed Bianchi from the Aboriginal Rights Coalition and Will Braun from the Manitoba Aboriginal Rights Coalition made statements and, with Jack McLachlin, answered questions.

At 12:30 p.m., Derrek Konrad, Vice-Chair, took the Chair.

At 12:53 p.m., the Committee adjourned to the call of the Chair.
