MINUTES OF PROCEEDINGS
Meeting No. 16


TUESDAY, DECEMBER 9, 1997


The Standing Committee on Aboriginal Affairs and Northern Development met at 11:25 o’clock a.m., this day, in room 705 La Promenade Building, the Chair, Guy Saint-Julien, presiding.


Members of the Committee present: Claude Bachand, John Bryden, Ghislain Fournier, Louise Hardy, Gerald Keddy, Derrek Konrad, Judi Longfield, Lawrence O’Brien, Bernard Patry, Guy Saint-Julien and Bryon Wilfert.

Acting Members present: Murray Calder for David Iftody.

 


In attendance: From the Research Branch of the Library of Parliament: Mary C. Hurley and Jill Wherrett, Research Officers. From the Committees and Legislative Services Directorate: Charles Bellemare, Legislative Clerk.


Witnesses: From the Department of Indian Affairs and Northern Development: Will Dunlop, Director, Resource Policy Directorate, Northern Affairs Program; Peter Haley, A/Chief, Resource Strategies, Northern Affairs Program; Jacques Denault, Policy Specialist, Northern Affairs Program; Suzanne Grenier, Legal Counsel; Margaret Gray, Policy Advisor.

 

 

The Committee resumed consideration of Bill C-6, An Act to provide for an integrated system of land and water management in the Mackenzie Valley, to establish certain boards for that purpose and to make consequential amendments to other Acts. (See Minutes of Proceedings dated Tuesday, November 18, 1997, Meeting No.6)


The Committee proceeded to clause by clause consideration of the Bill.

 

On Clause 2.

 

Louise Hardy moved, -- That Bill C-6, in Clause 2, be amended by replacing lines 20 to 23 on page 2 with the following:

 

"tion, and the Sahtu First Nation"

 

After debate, the question being put on the amendment, it was negatived.

 

Bernard Patry moved, -- That Bill C-6, in Clause 2, be amended by replacing lines 20 and 21 on page 2 with the following:

 

"tion, the Sahtu First Nation or any body representing other Dene or Metis of the North"

 

After debate, John Bryden moved, -- That the amendment be further amended in the English version by replacing the words "any body" with the following:

 

"bodies"

 

After debate, the question being put on the sub-amendment, it was agreed to.

 

Claude Bachand moved, -- That the amendment be further amended in the French version

  1. by replacing the words "à la ligne 30" with the following:

    2. "aux lignes 29 et 30"

     

  2. by replacing the word "nisme" with the following:

"des Gwich'in ou celle du Sahtu, tous les organismes"

 

After debate, the question being put on the sub-amendment, it was agreed to.

 

The question being put on the amendment as amended, it was agreed to.

 

 

At 12:10 o’clock p.m., the Committee adjourned to the call of the Chair.
