The Standing Committee on Aboriginal Affairs and Northern Development met at 11:10 o’clock a.m., this day, in room 705 La Promenade Building, the Chair, Guy Saint-Julien, presiding.
Members of the Committee present: John Bryden, John Finlay, Nancy Karetak-Lindell, Judi Longfield, Lawrence O’Brien, Bernard Patry, Bryon Wilfert, Derrek Konrad, Grant McNally, Claude Bachand, Ghislain Fournier and Louise Hardy.
In attendance: From the Research Branch of the Library of Parliament: Mary C. Hurley and Jill Wherrett, Research Officers.
Witnesses: From the Department of Indian Affairs and Northern Development: Will Dunlop, Director, Resource Policy Directorate, Northern Affairs Program; Peter Haley, A/Chief, Resource Strategies, Nothern Affairs Program; Jacques Denault, Policy Specialist, Northern Affairs Program; Suzanne Grenier, Legal Counsel. From Deh Cho First Nations: Former Grand Chief, Gerald Antoine, Deh Cho Grand Chief Mike Nadli, Chief Joachim Bonnetrouge, Fort Providence; Richard Lafferty, Métis Nation Representative; René Lamothe, Executive Coordinator.
The Order of Reference dated Wednesday, October 29, 1997, being read as follows:
ORDERED, - That Bill C-6, An Act to provide for an integrated system of land and water management in the Mackenzie Valley, to establish certain boards for that purpose and to make consequential amendments to other Acts be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.
Pursuant to Standing Order 75(1), consideration of the preamble and Clause 1 of the Bill is postponed.
The Chair called Clause 2.
Will Dunlop made a statement and answered questions.
At 12:17 o'clock p.m. the sitting was suspended.
At 12:26 o'clock p.m. the sitting resumed.
Derrek Konrad moved, - That the Minister of Indian Affairs and Northern Development appear before the Committee to discuss the main estimates for the Department of Indian Affairs and Northern Development, before the 20th of November 1997.
The question being put on the motion, it was negatived.
Deh Cho Grand Chief Mike Nadli made a statement and, with the other Deh Cho witnesses, answered questions.
At 1:45 o’clock p.m., the Committee adjourned to the call of the Chair.
