Thursday, December 3, 1998

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:20 a.m. this day, in Room 371, West Block, the Chair, Guy St-Julien, presiding.

Members of the Committee present: Peter Adams, Claude Bachand, John Bryden, John Finlay, Louise Hardy, David Iftody, Nancy Karetak-Lindell, Derrek Konrad, Judi Longfield, Guy St-Julien and Bryon Wilfert.

Other Member present: Ted White.

The Order of Reference dated Tuesday, December 1, 1998 being read as follows:

ORDERED, -That Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 of the Bill is postponed.

The Chair called Clause 2

Kerry Kipping and Geneviève Thériault, from the Department of Indian Affairs and Northern Development, made statements and answered questions.

Robert Louie and Chief Austin Bear, from the Interim Lands Advisory Board made statements.

Ava Bear, from the Muskoday First Nation, presented a petition concerning the National Women's Association of Canada and the BC Native Women's Society in relation to Bill C-49.

Chief Austin Bear presented a Resolution of the Saskatoon Tribal Council dated December 1, 1998 in relation to Bill C-49.

Chief William McCue, Pat Big Canoe and Sylvia McCue, from Georgina Island First Nation, made statements.

It was agreed, -That letters from the Snake Island Cottagers Association and J. Michael Kirkland, presented by Chief William McCue, be taken as read into the record.

Chief Margaret Penasse-Mayer made a statement.

Joan McLeod, Land Manager from Nipissing First Nation made a statement.

At 11:05 a.m., the sitting was suspended.

At 11:55 a.m., the sitting resumed.

Robert Louie made a further statement.

Debra Campbell from Musqueam First Nation, read the "Statutory Declaration of Rosie Derrickson" into the record.

Patrick Orr, Legal Counsel for the Interim Lands Advisory Board, made a statement.

At 12:25 p.m., the witnesses answered questions.

At 1:25 p.m., Marilyn Buffalo, President of the Native Women's Society of Canada and Teressa Nahanee, Executive Member of the BC Native Women's Society, made statements and answered questions.

At 2:30 p.m., the Committee adjourned to the call of the Chair.
