Tuesday, March 2, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 10:20 a.m. this day, in Room 705, La Promenade Building, the Chair, Guy St-Julien, presiding.

Members of the Committee present: Claude Bachand, John Bryden, John Finlay, David Iftody, Gerald Keddy, Derrek Konrad, Robert D. Nault, Guy St-Julien and Bryon Wilfert.

Acting Member present: Bev Desjarlais for Louise Hardy.

In attendance: From the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers.

Witnesses: From the Department of Indian Affairs and Northern Development: Terry Henderson, Director General, Claims Implementation Branch; Tom Saunders, Legal Counsel; Sandy Jackson, Acting Director, Intergovernmental Affairs; Gord Kitchen, Director, Land Entitlement and Claims Implementation; Ken Marchant, Legal Counsel; From the Treaty & Aboriginal Rights Research Centre of Manitoba Inc.: Ralph Abramson, Director; From the Opaskwayak Cree Nation: Chief William George Lathlin; From the Treaty Land Entitlement Committee: Chief John Thunder, President; Brad Regehr, Manager.

The Order of Reference being read as follows:

ORDERED: That Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba. (Extract from the Journals of the House of Commons dated Thursday, November 26, 1998)

By unanimous consent, it was agreed, -That Clauses 2 and 8 of the Bill be considered together.

Terry Henderson made a statement and, with the other witnesses from Indian and Northern Affairs, answered questions.

At 11:45 a.m., the sitting was suspended.

Ralph Abramson from the Treaty and Aboriginal Research Centre, and Chief William George Lathlin, Opaskwayak Cree Nation made statements and answered questions.

Brad Regehr and Chief John Thunder from the Treaty Land Entitlement Committee made statements and answered questions.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
