Meeting No. 43

Thursday, November 19, 1998

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:35 a.m. this day, in Room 209, West Block, the Chair, Guy St-Julien, presiding.

Members of the Committee present: Peter Adams, John Bryden, John Finlay, David Iftody, Nancy Karetak-Lindell, Derrek Konrad, Judi Longfield, Guy St-Julien and Bryon Wilfert.

In attendance: From the Library of Parliament: Jill Wherrett, Research Officer.

Witnesses: From the Makivik Corporation: Pita Aatami, President; Johnny Peters, 2nd Vice-President; Michael Gordon, Board Member; Robbie Tookalook, Board Member; Davidie Niviaxie, Governor, Sam Silverstone, Legal Counsel, Anthony Ittoshat, Interpreter. From the Kativik Regional Government: Johnny Adams, Chairman; Watson A. Fournier, Department Head, Municipal Public Works. From Air Inuit Ltd.: Jean Dupuis, Base Manager. From Nunavik Regional Board of Health and Social Services: Serge Déry, Director of Public Health. From the Nunavik Tourism Association: Tommy Cain, President; George Berthe, Interpreter.

In accordance with its mandate under Standing Order 108(2), The Committee resumed its study of Aboriginal Economic Development. (See Minutes of Proceeding dated Thursday, March 24, 1998, Meeting No. 21).

Pita Aatami made a statement.

Johnny Adams made a statement on housing.

Serge Déry made a statement on housing and health problems.

Robbie Tookalook made a statement on housing, speaking in Inuktitut, Anthony Ittoshat acting as interpreter.

It was agreed, -That the briefs presented by all witnesses at this meeting by all witnesses at this meeting be published as Appendices to this day's Evidence (See Appendix 1, Social Housing in Nunavik - Makivik Corporation - Kativik Regional Government; Appendix 2, Taxation in Nunavik - Makivik Corporation - Kativik Regional Government; Appendix 3, Nunavik Inuit Offshore Land Claim Process and Treaty - Makivik Corporation; Appendix 4, Kuujjuaq Airport - Makivik Corporation - Kativik Regional Government - Kuujjuaq Municipal Council; Appendix 5, Nunavik Marine Transportation Infrastructure Program - Makivik Corporation - Kativik Regional Government; Appendix 6, Air Transportation - Air Inuit Ltd.).

Davidie Niviaxie made a statement on housing, speaking in Inuktitut, Anthony Ittoshat, acting as interpreter.

Jean Dupuis made a statement on housing.

John Bryden gave notice of the following motion, -That this Committee hold a special meeting, as soon as practical, to discuss the housing problems of Nunavik and make recommendations forthwith.
