Meeting No. 54

Thursday, March 11, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:12 a.m. this day, in Room 705, La Promenade Building, the Chair, Guy St-Julien, presiding.

Members of the Committee present: John Finlay, Louise Hardy, David Iftody, Gerald Keddy, Derrek Konrad, Robert D. Nault, Guy St-Julien and Bryon Wilfert.

Acting Members present: Gilles Perron for Claude Bachand.

In attendance: From the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers. From Committees and Legislative Services Directorate, House of Commons: Jacques Lahaie, Legislative Clerk

Witnesses: From the Norway House Cree Nation: Fred Muskego, Councillor; Robert F. Roddick, Legal Counsel. From Manitoba Hydro: R. D. Bettner, Assistant Corporate Counsel & Senior Counsel; Robert J. Adkins, External Counsel, Thompson, Dorfmann, Swetman. From the Government of Manitoba: Gord Hannon, Crown Counsel, Civil Legal Services, Department of Northern Affairs.

The Committee resumed consideration of Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising form the flooding of lands, and respecting the establishment of certain reserves in the province of Manitoba. (See Minutes of Proceedings, dated, Thursday, March 2, 1999, Meeting No. 50).

The Committee resumed consideration of Clauses 2 and 8 of Bill C-56.

Councillor Fred Muskego and Robert Roddick from Norway House Cree Nation made statements and answered questions.

Robert Bettner from Manitoba Hydro made a statement and , with Robert Adkins, answered questions.

Gord Hannon from the Government of Manitoba made a statement and answered questions.

At 11:45 a.m., the Committee adjourned to the call of the Chair.
