MINUTES OF PROCEEDINGS

Meeting No. 35

Thursday, June 11, 1998

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:13 o’clock a.m., this day, in room 308, West Block, the Chair, Guy Saint-Julien, presiding.

Members of the Committee present: Claude Bachand, Gordon Earle, Nancy Karetak-Lindell, Derrek Konrad, Judi Longfield, Bernard Patry, Guy Saint-Julien and Bryon Wilfert.

Acting Member present: Ivan Grose for John Finlay.

In attendance: From the Research Branch of the Library of Parliament: Jill Wherrett, Research Officer.

Witnesses: NAV CANADA: Don Ingham, Vice President/Acting Vice President,Corporate Planning and Commercial Relations/Finance.; Arthur Andreassen, Director, Rates and Revenues. Canadian Tourism Commission: Douglas Fyfe, President; Joan Pollock, Manager, European Marketing Program; Francine Boivin, Vice-President, Industry Competitiveness.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study of Aboriginal Economic Development. (See Minutes of Proceedings dated Tuesday, March 24, 1998, Meeting No. 21).

Don Ingham and Arthur Andreassen from NAV CANADA made opening statements and answered questions.

At 9:25 o'clock a.m.,Vice-Chair, Derrek Konrad took the Chair.

At 9:55 o'clock a.m., Guy Saint-Julien resumed the Chair.

At 10:50 o'clock a.m., the sitting was suspended.

At 11:00 o'clock a.m., the sitting resumed.

Douglas Fyfe from the Canadian Tourism Commission made a statement and, with Francine Boivin and Joan Pollock, answered questions.

Bryan Wilfert gave notice of the following motion:

--That, having heard from representatives of NAV CANADA, and given the emergency resolution of the Federation of Canadian Municipalities (FMC) concerning airport safety issues (supported and presented by the Northern Forum of the FMC representatives of northern and remote communities), the Standing Committee on Aboriginal Affairs and Northern Development respectfully request the Minister of Transport to conduct a comprehensive review concerning such issues as air safety and increase in user fees in the North, for example, before granting authorisation to NAV CANADA's Phase II charges.

Derrek Konrad gave notice of a revised version of his notice of motion of Wednesday, June 10, 1998, which reads as follows:

--That the Standing Committee on Aboriginal Affairs and Northern Development study and report back to the House on the implications for aboriginal economic development and land claims both in British Columbia and across Canada of the Supreme Court of Canada's decision in Delgamuukw vs British Columbia (December 11, 1997).

At 11:30 o’clock a.m., the Committee adjourned to the call of the Chair.
