MINUTES OF PROCEEDING
Meeting No. 2

THURSDAY, OCTOBER 30, 1997

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:09 o’clock a.m., this day, in room 362, East Block, the Chair, Guy Saint-Julien, presiding.

Members of the Committee present: John Bryden, John Finlay, Nancy Karetak-Lindell, Bernard Patry, Derrek Konrad, Grant McNally, Claude Bachand, Louise Hardy and Gerald Keddy.

Acting Members present: Raymond Bonin for Judi Longfield and Sarmite Bulte for Bryon Wilfert.

In attendance: From the Research Branch of the Library of Parliament: Mary C. Hurley and Jill Wherrett, Research Officers.


In accordance with its mandate under Standing Order 108(2) the Committee proceeded to the consideration of future business

The Chair presented the First Report of the Sub-Committee on Agenda which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Aboriginal Affairs and Northern Development has the honour to present its FIRST REPORT to the Standing Committee.

Your Sub-Committee met on Tuesday, October 28, 1997 and agreed to recommend the following:

That witnesses from the Territories wishing to make submissions on Bill C-6, An Act to provide for an integrated system of land and water management in the Mackenzie Valley, to establish certain boards for that purpose and to make consquential amendmends to other Acts and Bill C-8, An Act respecting an accord between the Government of Canada and the Yukon Territory relating to the administration and control of and legislative jurisdiction in respect of oil and gas, be invited to participate by videoconference from Yellowknife and Whitehorse respectively.

That the draft motion on the disposal of in camera transcripts, moved at the first meeting of the Committee, be withdrawn, and that the transcripts of in camera meetings be deposited in the National Archives in accordance with agreed practices.

That the Minister of Indian Affairs and Northern Development be invited to appear before the Committee to discuss the Main Estimates for 1997-98, following the completion of the Committee’s study of Bills C-6 and C-8.

Respectfully submitted.

Derrek Konrad moved, - That the third recommendation be amended by replacing the words "following the completion of the Committee’s study of Bills C-6 and C-8" with "before November 25, 1997".

After debate, the question was put on the motion and it was agreed to.

On motion of Claude Bachand, the First Report of the Sub-Committee on Agenda and Procedure, as amended, was concurred in.

It was agreed, - That the Committee commence its study of Bill C-8, An Act respecting an accord between the Government of Canada and the Yukon Territory relating to the administration and control of and legislative jurisdiction in respect of oil and gas, on Tuesday, November 4, 1997 with officials from the Department of Indian Affairs and Northern Development, followed by hearings via videoconferencing from Whitehorse later that day with witnesses whose names will be submitted to the Clerk of the Committee.




At 11:23 o’clock a.m., the Committee adjourned to the call of the Chair.
