Thursday, April 15, 1999

The Standing Committee on Citizenship and Immigration met at 9:10 a.m. this day, in Room 209, West Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee present: Jean Augustine, Norman Doyle, Raymonde Folco, Sophia Leung, Steve Mahoney, John McKay, Grant McNally, Réal Ménard, Rey Pagtakhan, Andrew Telegdi.

Acting Members present: John Bryden for Paul Devillers, John McKay and Andrew Telegdi.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From Canada's Citizenship Judges: Agnès Jaouich, Senior Citizenship Judge. From "La Fédération des parents adoptants du Québec": François Auger, Member of the Executive.

(Roundtable): From the Inter-Church Committee for Refugees: Arie Van Eek, Chair; Tom Clark, Coordinator. From The Canadian Council of Churches : Janet Somerville, General Secretary. From the "Table de concertation de Montréal au service des réfugiés": Rivka Augenfeld, President; Khadija Mounib, Member of the Board and Coordinator of the Arab Study Centre for Development.

From the African Canadian Legal Clinic: Michelle Williams, Policy and Research Lawyer. From the Council of Agencies Serving South Asians: Latha Sukumar, Secretary, Board of Directors; Ram Selvarajah, Vice-Chair. From the Metro Toronto Chinese and Southeast Asian Legal Clinic: Avvy Yao-Yao Go, Barrister & Solicitor, Clinic Director.

Pursuant to an Order of Reference of the House dated March 1, 1999, the Committee resumed consideration of Bill C-63, An Act respecting Canadian citizenship. (See Minutes of Proceedings of Wednesday, March 3, 1999, Meeting No. 50)

The Committee resumed consideration of Clause 2.

Agnès Jaouich representing the Canada's Citizenship Judges made a statement and answered questions.

By consent, on motion of Andrew Telegdi, seconded by Réal Ménard, it was agreed, - That the Committee approve the operational budget for the Fiscal year 1999-2000, in the amount of $54,300.

François Auger from "La Fédération des parents adoptants du Québec" made a statement and answered questions.

Janet Somerville from The Canadian Council of Churches, Arie Van Eed and Tom Clark from the Inter-Church Committee for Refugees and Rivka Augenfeld from the "Table de concertation de Montréal au service des réfugiés" made statements.

The witnesses answered questions.

At 12:24 p.m., the sitting was suspended.

At 6:10 p.m., the sitting resumed.

Steve Mahoney took the Chair.

Michelle Williams from the African Canadian Legal Clinic made a statement and answered questions.

Latha Sukumar from the Council of Agencies Serving South Asians made a statment and, with the other witness, answered questions.

Avvy Yao-Yao Go from the Metro Toronto Chinese and Southeast Asian Legal Clinic made a statement and answered questions.

At 8:10 p.m., the Committee adjourned to the call of the Chair.
