MINUTES OF PROCEEDINGS

Meeting No. 41

Tuesday, November 17, 1998

The Standing Committee on Citizenship and Immigration met at 10:05 a.m. this day, in Room 308, West Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee present: Jean Augustine, Leon Benoit, Paul DeVillers, Raymonde Folco, Steve Mahoney, Pat Martin, Grant McNally, Rey Pagtakhan and Andrew Telegdi.

Acting Member present: Richard Marceau for Réal Ménard.

In attendance: From the Library of Parliament: Margaret Young, Researcher.

The Committee resumed from October 28, 1998, consideration of the FIFTH REPORT of the Sub-Committee on Agenda and Procedure.

The Committee proceeded to the consideration of Recommendation (e).

After debate, it was agreed, - That Recommendation (e) be deleted.

Raymonde Folco moved, - That the Report be amended by adding at the end of Recommendation 5 (f) after the words "number of political refugees" the following thereto:

"where there are violations of human rights" or "a possible violation of human rights".

The question being put on the amendment, it was agreed to.

Andrew Telegdi moved, - That the FIFTH REPORT of the Sub-Committee on Agenda and Procedure be concurred in.

Leon Benoit moved, - That the Report be amended by adding the following thereto:

"That the Honourable Lucienne Robillard, Minister of Citizenship and Immigration appear before the Committee by the end of next week"

Grant McNally moved an amendment to the amendment, - That the words "by the end of next week" be deleted and the following substituting therefor: "prior to the Chrismas break".

The question being put on the amendment to the amendment, it was agreed to.

The question being put on the amendment, as amended, it was agreed to.

And the question being put on the motion, as amended, it was agreed to on the following division: YEAS: 6; NAYS: 2.

At 10:43 a.m., the sitting was suspended.

At 10:44 a.m., the sitting resumed.

At 10:50 a.m., the Committee adjourned to the call of the Chair.
