MINUTES OF PROCEEDINGS

(Meeting No. 23)

THURSDAY, APRIL 23, 1998

The Standing Committee on Citizenship and Immigration met at 11:12 o’clock a.m., this day, in Room 536, Wellington Building, the Chair, Stan Dromisky, presiding.

Members of the Committee present: Norman Doyle, Stan Dromisky, Raymonde Folco, Jocelyne Girard-Bujold, Louise Hardy, Sophia Leung, Steve Mahoney, Grant McNally, Réal Ménard, Maria Minna, John Reynolds and Jacques Saada.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the "Association québécoise des avocats et avocates en droit de l'immigration". Jean-Michel Montbriand, Président. Jean-François Fiset, Vice-President.

Pursuant to Standing Order 108(2), the Committee resumed consideration of Recommendation 155 of the Report of the Legislative Review Advisory Group entitled "Not just Numbers: A Canadian Framework for Future Immigration", particularly issues relating to removal and detention. (See Minutes of Proceeding of Wednesday, February 18, 1998, Meeting No. 10.)

The witnesses made opening statements and answered questions.

At 12:30 o'clock p.m., the Committee met in camera for consideration of a draft report.

It was agreed,-- That a budget in the amount of $14,355.00 be applied for from the Budget Sub-Committee of the Liaison Committee for a one-day trip to a Toronto refugee detention centre.

It was agreed,--That the Committee seek an Order of Reference from the House permitting travel to Toronto for a one-day visit to a refugee detention centre, and that the requisite staff do accompany the Committee.

At 12:53 o’clock p.m., the Committee adjourned to the call of the Chair.
