MINUTES OF PROCEEDING
(Meeting No. 2)

TUESDAY, OCTOBER 21, 1997

The Standing Committee on Citizenship and Immigration met at 3:35 p.m., this day, in Room, 269, West Block, Stan Drominisky, presiding.

Members of the Committee present: Jean Augustine, Sarmite Bulte, Deepak Obhrai, Stan Dromisky, Gordon Earle, Raymonde Folco, Monique Guay, Sophia Leung, John N. McKay, Grant McNally, Réal Ménard and Diane St-Jacques.

In accordance with its mandate and pursuant to Standing Order 108(2), the Committee, by unanimous consent, proceeded to the consideration of routine motions.

On motion of Grant McNally, it was agreed, -- That ,the Committee retain the services of one or more research officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

By unanimous consent, it was agreed, -- That, the Chair be authorized to hold meetings and to receive evidence when a quorum is not present, provided that at least 5 members are present, including 2 members of the opposition.

By unanimous consent, it was agreed, -- That, witnesses be given, at the discretion of the Chair, a certain number of minutes for their opening statement and, that during the questioning of witnesses, each Member be allocated 5 minutes for the first round of questioning and that, thereafter, the time remaining be allocated fairly to each subsequent questioner, at the discretion of the Chair.

On motion of Réal Ménard, it was agreed, -- That, as established by the Board of Internal Economy and if requested, reasonable travelling, accommodation, and living expenses be reimbursed to witnesses who are invited to appear before the Committee up to a maximum of 2 representatives for any organization.

On motion of Monique Guay, it was agreed, -- That, one copy of the transcript of in camera meetings be made and kept in the committee clerk’s office for consultation.

By unanimous consent, it was agreed, -- That, the Chair, the two Vice-Chairs and a representative of each of the Bloc Quebecois, the New Democratic Party and the Progressive Conservative Party, do compose the Sub-Committee on Agenda and Procedure.

On motion of Raymonde Folco, it was agreed, -- That, pursuant to Standing Order 111(4), whenever an Order in council for appointment or a certificate of nomination for appointment is referred to the Committee, the Clerk shall obtain and circulate to each member of the Committee a copy of the resume of each appointee.

On motion of Sarmite Bulte, it was agreed, -- That, the Committee authorize the Chair, from time to time, as the need arises, to take in conjunction with the Clerk of the Committee, the appropriate measures to provide lunches for the Committee and its Sub-Committees, for working purposes, and that the cost of these lunches be charged to the budget of the Committee.









In accordance with its mandate, and pursuant to Standing Order 108(2), the Committee resumed the study of the mandate, management and operation of the Department of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Gerry Campbell, Assistant Deputy Minister, Operations; Georges Tsai, Assistant Deputy Minister, Partnerships; Bill Sheppit, Director General, Case Management.

At 3:54 p.m., Gerry Campbell made an opening statement and gave a presentation to the Committee and, with Messrs. Georges Tsai and Bill Sheppit, answered questions.

At 5:24 p.m., the Committee adjourned to the call of the Chair.
