Thursday, February 18, 1999

The Standing Committee on Citizenship and Immigration met at 9:13 a.m. this day, in Room 209, West Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee present: Jean Augustine, Leon Benoit, Raymonde Folco, Sophia Leung, John McKay, Grant McNally, Réal Ménard, Rey Pagtakhan and Andrew Telegdi.

Acting Member present: Lou Sekora for Steve Mahoney.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Researcher.

Witnesses: From the Law Society of Upper Canada: Mendel M. Green, Chair, Immigration Law Specialty Committee; Cecil Rotenberg, Immigration Law Specialist; From the Canadian Bar Association: Ben Trister, Secretary, National Citizenship and Immigration Law Section; Colin R. Singer, Executive Member, National Citizenship and Immigration Law Section; From Zaifman Associates: Kenneth Zaifman, President.

Pursuant to Standing Order 108(2), the Committee resumed consideration of a study of selected aspects of the Business Immigration Program (See Minutes of Proceedings of Thursday, February 4, 1999, Meeting No. 46)

Mendel Green, Cecil Rotenberg, Colin Singer, Ben Trister and Ken Zaifman each made an opening statement and answered questions.

Réal Ménard proposed to move the following motion:

That, - In view of the considerable expertise in the area of economic immigration possessed by immigration law specialists certified by the Law Society of Upper Canada and the Canadian Bar Association, a roundtable be organized between senior officials responsible for the economic immigration programs and the witnesses who represented the Law Society of Upper Canada, Messrs Green, Trister, Rotenberg, Singer and Zaifman.

At 11:02 a.m., the Committee adjourned to the call of the Chair.
