Meeting No. 17

Wednesday, January 30, 2002

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:35 p.m. this day, in Room 237-C, Centre Block, the Chair, Mac Harb, presiding.

Members of the Sub-Committee present: Rick Casson, Mac Harb, Pat O’Brien, Bob Speller, and Tony Valeri.

Acting Members present: Yves Rocheleau for Pierre Paquette, Francine Lalonde for Pierre Paquette, Pat Martin for Svend Robinson.

In attendance: From the Library of Parliament: Peter Berg and Michael Holden, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Don Stephenson, Director General, Trade Policy Bureau II, Services, Investment and Intellectual Property Bureau; Randle Wilson, Director, Trade Policy and Planning Division; Steve Brereton, Director, Investment Trade Policy Division; Fréderic Seppey, Deputy Director (Regional Agreements), Services Trade Policy Division; Johanne Forest, Consultant, Trade and Environment, Environmental Relations Division, Claude Carrière, Director General, Trade Policy I. From the Canadian International Development Agency: Bill Singleton, A/Director, Economic Policies, Policy Branch, Stephen Free, Director of the Americas Branch. The Order of Reference dated Thursday, December 6, 2001, of the Standing Committee on Foreign Affairs and International Trade, was read as follows:

ORDERED, -- That the Sub-Committee on International Trade, Trade Disputes and Investment consider and hold hearings on the Doha Development Agenda of the World Trade Organization.

 

Pursuant to Standing Order 108(2) – The Sub-Committee commenced its assessment of WTO negotiating issues from a Canadian perspective, (See Minutes of Proceedings of Wednesday, January 30, 2002, Meeting no. 17).

 

The witnesses made statements and answered questions.

 

Pat Martin moved, -- That the Sub-Committee on International Trade, Trade Disputes and Investment undertake a study on the examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas.

After debate, the question was put on the motion and it was agreed to.

Pursuant to Standing Order 108(2) – The Sub-Committee commenced its examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas, (See Minutes of Proceedings of Wednesday, January 30, 2002, Meeting no. 17).

The witnesses made statements and answered questions.

 

By unanimous consent, it was agreed, -- That a letter be sent to all Members of Parliament asking for their input, suggestions and comments in regards to the Sub-Committee’s assessment of World Trade Organization negotiating issues from a Canadian perspective, and that the deadline for responses be April 1, 2002.

 

At 6:00 p.m., the Sub-Committee adjourned to the call of the Chair.
