MINUTES OF PROCEEDINGS

Meeting No. 21

Wednesday, February 20, 2002

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 3:35 p.m. this day, in Room 209, West Block, the Chair, Mac Harb, presiding.

Members of the Sub-Committee present: Bill Casey, Mark Eyking, Mac Harb, Pat O'Brien, Pierre Paquette, Bob Speller and Tony Valeri.

Acting Members present: Gary Lunn for Rick Casson.

In attendance: From the Library of Parliament: Peter Berg and Jay Sinah, Research Officers.

Witnesses: From Cassels, Brock and Blackwell: Lawrence Herman, Trade Lawyer. As Individual: Jon Johnson, Partner, Goodmans LL.P., Toronto. From Thomas & Davies: Serge Fréchette, Lawyer. From the Robarts Centre for Canadian Studies: Daniel Drache, Director. From the Department of Foreign Affairs and International Trade: Claude Carrière, Director General,, Trade Policy I.

Pursuant to Standing Order 108(2), the Sub-Committee resumed its study of an assessment of WTO negotiating issues from a Canadian perspective, (See Minutes of Proceedings of Wednesday, January 30, 2002, Meeting no. 17).

The witnesses made statements and answered questions.

At 4:35 p.m., Bob Speller assumed the chair.

At 4:55 p.m., Mac Harb assumed the chair.

At 5:20 p.m., the sitting was suspended.

At 5:25 p.m., by unanimous consent, the Sub-Committee proceeded to sit in camera.

It was agreed, – That the travel plan adopted on February 6, 2002 for the Sub-Committee’s proposed fact finding mission to Brazil, Chile, Costa Rica and Peru as part of the Sub-Committee’s study into an examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas be amended to include Columbia to the list of countries to be visited and that the budget be amended accordingly.

At 5:27 p.m., the Sub-Committee adjourned to the call of the Chair.
