MINUTES OF PROCEEDINGS

Meeting No. 48

Wednesday, April 10, 2002

The Standing Committee on Canadian Heritage met at 3:30 p.m. this day, in Room 701, La Promenade Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Claude Duplain, Christiane Gagnon, Roger Gallaway, John Harvard, Wendy Lill, Clifford Lincoln and Tony Tirabassi.

Acting Members present: Yolande Thibeault for Paul Bonwick, Charles Hubbard for Dennis Mills and Gerald Keddy for Grant McNally.

In attendance: From the Library of Parliament: Alan Cofman, intern; Joseph Jackson and Terrence Thomas, research officers.

Witnesses: From the House of Commons: Murray Calder, Dufferin--Peel--Wellington--Grey. From the Canadian Horse Breeder Association: Alex Hayward. As Individual: Dr. Kelly Ferguson, Veterinarian. From the House of Commons: John Harvard, Charleswood St. James--Assiniboia. From the Canadian Cable Television Association: Elizabeth Roscoe, Senior Vice-President, External Affairs; Nick Masciantonio, Director, Government Relations. From the Canadian Association of Broadcasters: David Goldstein, Vice-President, Government Relations; Sylvie Courtemanche, Executive Vice-President, Policy and Regulatory Affairs. From the CRTC: Jean-Pierre Blais, Executive Director, Broadcasting; Allan Rosenzveig, General Counsel, Telecommunications - Legal Directorate.

On motion of John Harvard, it was agreed,

-- That in relation to its study on the State of the Canadian Broadcasting System, the Committee approve a travel budget in the amount of $ 195,984.00 to travel to Iqualuit, Yellowknife and Whitehorse from May 26 - 31, 2002 to hold public hearings and to make site visits, and that the Chair present the said budget to the Budget Sub-Committee of the Liaison Committee.

The Order of Reference dated Monday, February 18, 2002, being now read as follows:

ORDERED, -- That Bill S-22, An Act to provide for the recognition of the Canadian Horse as the national horse of Canada be now read a second time and referred to the Standing Committee on Canadian Heritage.

Pursuant to Standing Order 75(1), consideration of the Preamble and Claude 1 was postponed.

The Chair called Clause 2.

Murray Calder made a statement and with Alex Hayward and Kelly Ferguson answered questions.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

The Chair called Clause 1.

The witnesses made statements and answered questions.

The Chair read into the record a letter from Bell GlobeMedia regarding Bill S-7.
