MINUTES OF PROCEEDINGS

Meeting No. 62

Wednesday, May 8, 2002

The Standing Committee on Canadian Heritage met in camera at 3:44 p.m. this day, in Room 209, West Block, the Chair, Clifford Lincoln, presiding.

Member(s) of the Committee present: Jim Abbott,  Sarmite Bulte, Claude Duplain, Christiane Gagnon, Wendy Lill, Clifford Lincoln, Dennis Mills and Tony Tirabassi.

Acting Members present: Yvon Charbonneau for Paul Bonwick and Mauril Bélanger for Roger Gallaway.

In attendance: From the Library of Parliament: Alan Cofman, intern; Joseph Jackson, Terrence Thomas and Sam Banks, Research Officers.  Consultant: David Black.  Expert Advisor:  Marc Raboy.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to a discussion of future business.

It was agreed, - That, pursuant to Standing Order 108(1) and 108(2), the Sub-Committee on Sport, established on Tuesday, February 27, 2001 (Meeting No. 2) to inquire into matters relating to sport in Canada, be empowered to send for persons, papers and records, to receive evidence, to sit no more than once a week, unless otherwise authorized by the Committee, during a time when the Committee is not sitting and to sit during periods when the House stands adjourned.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Mr. Alan Cofman, intern/researcher, for the period July 1 – December 31, 2002, for a maximum of 75 days at $300.00 per day, total amount not to exceed $ 22,500.00.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Ms. Monica Auer, Communications researcher/consultant, from June 1 – August 31, 2002, for 60 days at $500.00 per day, total amount not to exceed $30.000.00.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Mr. Keith Fagan, technical consultant in telecommunications, from June 1 – August 31, 2002, for 10 days at $600.00 per day, total amount no to exceed $6,000.00.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Mr. David Keeble, technical consultant, broadcasting, from June 1 – August 31, 2002, for 10 days at $600.00 per day, total amount not to exceed $6,000.00.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Mr. Peter Desbarats for a flat fee of $12,500.00 to prepare a targeted research paper on the State of Public Broadcasting in Canada, to be submitted no later than August 31, 2002 to the Clerk of the Committee.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Ms. Catherine Murray for a flat fee of $12,500.00 to prepare a targeted research paper on Financial Support Mechanisms, to be submitted no later than August 31, 2002 to the Clerk of the Committee.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Standing Committee on Canadian Heritage retain the services of Mr. Richard Schultz for a flat fee of $12,500.00 to prepare a targeted research paper on Operations and Effectiveness of the CRTC, to be submitted no later than August 31, 2002 to the Clerk of the Committee.

It was agreed, - That, in view of the Committee’s obligation to consider Bills S-7, An Act to amend the Broadcasting Act, C-48, An Act to amend the Copyright Act and C-54, An Act to promote physical activity and sport, Committee travel to Iqualuit, Yellowknife and Whitehorse, scheduled from May 26 – 31, 2002 in relation to the Study on the State of the Canadian Broadcasting System, be postponed to a later date.

It was agreed, - That, in relation to the Study on the State of the Canadian Broadcasting System, panel discussions on foreign ownership, cross-media ownership and cultural diversity be held in June 2002.

At 5:00 p.m., the Committee adjourned to the call of the Chair.
