Meeting No. 46

Thursday, March 21, 2002

The Standing Committee on Canadian Heritage met in a televised session at 9:02 a.m. this day, in Room 253-D, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Claude Duplain, Christiane Gagnon, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Grant McNally, Dennis Mills and Tony Tirabassi.

Acting Members present: Anita Neville for Paul Bonwick, Gerard Binet for Roger Gallaway and Jocelyne Girard-Bujold for Christiane Gagnon.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System. (See Minutes of Proceeding, dated Thursday, November 8, 2001, Meeting No. 26).

The witnesses made statements and answered questions. At 10:25 a.m., the sitting was suspended.

 At 10:30 a.m., the sitting resumed.

At 11:55 a.m., Dennis Mills took the Chair.

At 12:20 p.m., Clifford Lincoln resumed the Chair. At 1:05 p.m., the sitting was suspended.

At 1:07 p.m., by unanimous consent, the Committee proceeded to sit in camera to discuss future business.

It was agreed, -That, pursuant to Standing Order 120, the Committee retain the

professional service of David Black as a consultant to assist in organizing the work of the Committee in relation to its study on the state of the Canadian Broadcasting System for the period of April 1st to December 13, 2002, at a per diem rate of $600.00 for a total not to exceed $60,000.00.

It was agreed, -That the Committee retain the professional services of Professor David Taras to consult and advise in the management of the study on the State of the Canadian Broadcasting System under the aegis and direction of the Committee, and \

-That Professor Taras be compensated for this services by the Department of Canadian Heritage, at a rate of up to $900.00 a day for an average of7 days per month and for travel required to and from Ottawa and for accommodation in Ottawa from April 1st to December 13, 2002; and

 

-That Professor Taras accompany the Committee on any travel undertaken for the study, related costs to be met by the Department of Canadian Heritage; and

 

-That the total expenditure not exceed $96,000.00.

It was agreed, -That the Committee retain the professional services of Professor Marc Raboy to consult and advise in the management of the study on the State of the Canadian Broadcasting System under the aegis and direction of the Committee, and

-That Professor Raboy be compensated for this services by the Department of Canadian Heritage, at a rate of up to $900.00 a day for an average of 6 days per month and for travel required to and from Ottawa and for, accommodation in Ottawa from April 1st to December 13, 2002; and

 

-That Professor Raboy accompany the Committee on any travel undertaken for the study, related costs to be met by the Department of Canadian Heritage; and

 

-That the total expenditure not exceed $62,000.00.

At 1:12 p.m., the Committee adjourned to the call of the Chair.
