Meeting No. 31

Thursday, November 29, 2001

The Standing Committee on Canadian Heritage met in a televised session at 9:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Paul Bonwick, Sarmite Bulte, Rodger Cuzner, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Grant McNally, Dennis Mills and Tony Tirabassi.

Acting Members present: Joe Comartin for Wendy Lill and Benoît Sauvageau for Christiane Gagnon.

In attendance: From the Library of Parliament: Joseph Jackson, Terrence Thomas, Research Officers; David Black, Consultant.

Witnesses: From the Friends of Canadian Broadcasting: Ian Morrison, Spokesperson; Noreen Golfman, Chair, Steering Committee. From the Toronto Arts Council: Jim Garrard, Executive Director. From the National Film Board: Jacques Bensimon, Government Film Commissioner and Chairperson; Laurie Jones, Director of Communications. From the Telefilm Canada: François Macerola, Executive Director; Johanne St-Arnauld, Acting Executive Director. From the Canadian Audiovisual Certification Office: Robert Soucy, Director. From the Canadian Radio-television and Telecommunications Commission: Jean-Pierre Blais, Executive Director, Broadcasting.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System.  (See Minutes of Proceeding, dated Thursday, November 8, 2001, Meeting No. 26).

Ian Morrison and Jim Garrard made statements and, with Noreen Golfman, answered questions.

Jacques Bensimon from the National Film Board made a statement.

François Macerola from Telefilm Canada made a statement.

Robert Soucy from the Canadian Audiovisuel Certification Office (CAVCO) made a statement.

Jean-Pierre Blais from CRTC made a statement.

The witnesses, with Noreen Golfman and Johanne St-Arnauld, answered questions.

At 12:25 p.m., the Committee adjourned to the call of the Chair.
