Meeting No. 45

Thursday, March 21, 2002

The Standing Committee on Public Accounts met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, John Finlay, Sophia Leung, Pat Martin, Shawn Murphy, Gilles-A. Perron, Beth Phinney, Alex Shepherd, Greg Thompson and John Williams.

Acting Members present: Steve Mahoney and Tony Tirabassi for Gerry Byrne; Claude Duplain for John Finlay; Paul Szabo for Mac Harb; Betty Hinton for Rahim Jaffer; Pat O’Brien for Sophia Leung; Vic Toews for Philip Mayfield and Jim Abbot for Myron Thompson.

Associate Members present: Jim Abbott, Betty Hinton and Vic Toews.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Department of Justice: Mary Dawson, Associate Deputy Minister; Denis Kratchanov, Senior counsel, Director, Information Law and Privacy Section. From the Treasury Board Secretariat: Ross Hornby, Assistant Secretary, Government Operations Sector; Anne Brennan, Director, Information and Security Policy Division.

The Committee resumed consideration of the deferred Motion of Gurmant Grewal, M.P., dated February 5, 2002, which is as follows:

- That the Public Accounts Committee recommend an Order of the House be issued for copies of all detailed expense account information for ministers and their exempt political staff, and that the information shall be tabled in the House and permanently referred to the Standing Committee on Public Accounts.

Mary Dawson from the Department of Justice made a statement.

Ross Hornby from the Treasury Board Secretariat made a statement.

The witnesses answered questions.

The Committee resumed debate on the Motion of Gurmant Grewal, M.P.

And the question being put on the motion it was, by a show of hands, negatived on the following division: YEAS: 7; NAYS 9.

At 5:35 p.m., the Committee adjourned until 3:30 p.m., Tuesday, April 9, 2002.
