The Standing Committee on Public Accounts met at 3:34 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, John Finlay, Pat Martin, Shawn Murphy, Beth Phinney, Alex Shepherd and John Williams.

Acting Members present: Paul Szabo for Mac Harb; Ken Epp for Rahim Jaffer; Dale Johnston for Philip Mayfield; Jocelyne Girard-Bujold for Gilles-A. Perron.

Associate Members present: Ken Epp, Dale Johnston.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: Michael McLaughlin, Deputy Auditor General; Maria Barrados, Assistant Auditor General; Kathryn Elliott, Principal. From the Human Resources Modernization Task Force: Ranald A. Quail, Deputy Minister and Head; Monique Boudrias, Assistant Deputy Minister and Senior Advisor. From the Public Service Commission of Canada: Scott Serson, President; Amelita A. Armit, Vice-President, Staffing and Recruitment Programs Branch; Douglas Rimmer, Vice-President, Policy, Research and Communications Branch.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 2 (Recruitment for Canada's Future Public Service: Changing the System) and Chapter 3 (Recruitment for Canada's Future Public Service: Changing the Practices) of the December 2001 Report of the Auditor General of Canada.

Michael McLaughlin from the Office of the Auditor General of Canada made a statement.

Ranald A. Quail from the Human Resources Modernization Task Force summarized his statement.

It was agreed, - That the statement submitted by Ranald A. Quail be printed as an appendix to this day’s Minutes of Proceedings and Evidence. (See Appendix “PACC-3”)

Frank Claydon from the Treasury Board Secretariat made a statement.

Scott Serson from the Public Service Commission summarized his statement.

It was agreed, - That the statement submitted by Scott Serson be printed as an appendix to this day’s Minutes of Proceedings and Evidence. (See Appendix “PACC-4”)

The witnesses answered questions.

At 5:25 p.m., the Committee adjourned until 3:30 p.m., Thursday, February 21, 2002.
