Meeting No. 17

Thursday, May 17, 2001

The Standing Committee on Public Accounts met at 3:37 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.

Members of the Committee present: John Bryden, John Finlay, Marlene Jennings, Sophia Leung, Shawn Murphy, Alex Shepherd and John Williams.

Acting Members present: Serge Cardin for Odina Desrochers.

Associate Member present: Serge Cardin.

In attendance: From the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: Sheila Fraser, Interim Auditor General of Canada; Maria Barrados, Assistant Auditor General; Kathryn Elliott, Principal, Audit Operations. From the Privy Council Office: Mel Cappe, Clerk of the Privy Council and Secretary to the Cabinet; Ranald Quail, Deputy Minister and Head of Human Resources Modernization Task Force.

Pursuant to Standing Order 108(3)(e), the Committee resumed consideration of Chapter 9, (Streamlining the Human Resource Management Regime: A Study of Changing Roles and Responsibilities) of the April 2000 Report of the Auditor General of Canada. (See Minutes of Proceedings of Tuesday, May 1, 2001, Meeting No. 12)

Sheila Fraser from the Office of the Auditor General of Canada made a statement.

Mel Cappe from the Privy Council made a statement.

It was unanimously agreed, - That the statement submitted by Mel Cappe, Clerk of the Privy Council and Secretary to the Cabinet be printed as an appendix to this day's Minutes of Proceedings and Evidence. (See appendix "PACC-2")

Sheila Fraser, Mel Cappe and Ranald Quail answered questions.

At 5:16 p.m., the Committee adjourned to the call of the Chair.
