Tuesday, March 19, 2002

The Standing Committee on Public Accounts met at 3:35 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, John Finlay, Mac Harb, Pat Martin, Gilles-A. Perron, Beth Phinney, Alex Shepherd and John Williams.

Acting Members present: Paul Crête for Odina Desrochers; Carol Skelton for Philip Mayfield.

Associate Member present: Carol Skelton.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Nancy Cheng, Principal; Yvon Roy, Director. From the Department of Human Resources Development: John McWhinnie, Assistant Deputy Minister, Insurance; Michel Y. Bédard, Chief Actuary, Actuarial Services, Insurance; Wilma Vreeswijk, Director General, Labour Market Policy. From the Department of Finance: Susan Peterson, Assistant Deputy Minister, Federal-Provincial Relations and Social Policy Branch; Peter DeVries, Director, Economic and Fiscal Policy Division.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 13 - Other Audit Observations (Human Resources Development Canada and the Canada Employment Insurance Commission) of the December 2001 Report of the Auditor General of Canada.

Sheila Fraser from the Office of the Auditor General of Canada made a statement.

On motion of Beth Phinney, it was agreed, - That a meeting be scheduled to consider the Government Response to the 21st Report of the Public Accounts Committee on the Canadian Human Rights Commission and the Canadian Human Rights Tribunal of February 9, 1999.

By unanimous consent, John Bryden, M.P. withdrew his amendment to the motion of Gurmant Grewal, M.P. of February 5, 2002, with regard to detailed expense account information for ministers and their exempt political staff.

The Committee resumed consideration of Chapter 13 - Other Audit Observations (Human Resources Development Canada and the Canada Employment Insurance Commission) of the December 2001 Report of the Auditor General of Canada.

John McWhinnie from the Department of Human Resources Development made a statement.

Susan Peterson from the Department of Finance made a statement.

The witnesses answered questions.

At 4:57 p.m., Mac Harb took the Chair.

And questioning contined.

At 5:30 p.m., the Committee adjourned until 3:30 p.m., Thursday, March 21, 2002.
