MINUTES OF PROCEEDINGS

Meeting No. 27

Tuesday, October 23, 2001

The Standing Committee on Public Accounts met at 3:34 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.

Members of the Committee present, John Finlay, Mac Harb, Sophia Leung, Pat Martin, Shawn Murphy, Alex Shepherd and John Williams.

Acting Members present: Diane St-Jacques for John Bryden; Richard Marceau for Odina Desrochers; Jason Kenney for Rahim Jaffer; Andy Savoy for Shawn Murphy; John McCallum for Beth Phinney.

Associate Member present: Jason Kenney.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: Michael McLaughlin, Deputy Auditor General, Corporate Services; John O'Brien, Principal, Audit Operations Branch; Kevin Potter, Director, Audit Operations Branch. From the Department of Fisheries and Oceans: John Adams, Commissioner; Charles Gadula, Director General, Fleet; Bill Doering, Executive Director, Fleet Management Renewal Initiative.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 31 (Fisheries and Oceans - Fleet Management) of the December 2000 Report of the Auditor General of Canada.

Michael McLaughlin from the Office of the Auditor General of Canada made a statement.

John Adams from the Department of Fisheries and Oceans made a statement.

Michael McLaughlin, John Adams and John O’Brien answered questions.

At 4:38 p.m., the sitting was suspended.

At 4:45 p.m., the Committee proceeded to sit In Camera.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider the Draft Report on Chapter 34 (Audit Observation: Canada Customs and Revenue Agency and Human Resources Development Canada) of the December 2000 Report of the Auditor General of Canada.

It was agreed, - That the Committee adopt the Draft Report, as amended, as the NINTH REPORT of the Committee.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was agreed, - That the Chair Table the NINTH REPORT to the House.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider the Draft Report on Chapter 15 (Health Canada - First Nations Health: Follow-up) of the October 2000 Report of the Auditor General of Canada.

At 5:20 p.m., the Committee adjourned until 3:30 p.m., Thursday, October 25, 2001.
