MINUTES OF PROCEEDINGS

Meeting No. 58

Thursday, May 23, 2002

The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, David Pratt, presiding.

Members of the Committee present: Robert Bertrand, Cheryl Gallant, John O'Reilly, David Pratt, Carmen Provenzano, Peter Stoffer, Bob Wood.

Acting Members present: Julian Reed for Colleen Beaumier, Gérard Binet for Stan Dromisky, Alan Tonks for Janko Perić, André Harvey for David Price, Peter Goldring for Leon Benoit, Jocelyne Girard-Bujold for Louis Plamondon.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner; Michel Rossignol, Research Officers; Barry Hamilton, Consultant.

Appearing: The Honourable Rey Pagtakhan, Minister of Veterans Affairs.

Witnesses: From the Department of Veterans Affairs: Larry Murray, Deputy Minister; Brian Chambers, Chair, Veterans Review and Appeal Board; Keith Hillier, Assistant Deputy Minister, Corporate Services; Brian Ferguson, Assistant Deputy Minister, Veterans Services; Michaela Huard, Director General, Policy Coordinator in Ottawa Headquarters.

The Committee considered two travel budget requests from the Sub-Committee on Veterans Affairs.

On motion of John O’Reilly, it was agreed, --That, in relation to its study on Long-Term Care for Veterans, the Sub-Committee on Veterans Affairs be authorized to travel to Eastern Canada from September 22 to 26, 2002 for a fact finding mission, with the necessary staff, and that the proposed travel budget in the amount of $66, 320. be adopted.

On motion of Peter Stoffer, it was agreed, --That, in relation to its study on Long-Term Care for Veterans, the Sub-Committee on Veterans Affairs be authorized to travel to the United States of America from October 21 to 24, 2002 for a fact finding mission, with the necessary staff, and that the proposed travel budget in the amount of $71, 932. be adopted.

Pursuant to an Order of Reference of the House dated Tuesday, February 28, 2002, the Committee proceeded to the consideration of the Estimates 2002-2003—Votes 1, 5, 10 and 15 under Veterans Affairs.

The Minister made an opening statement and, with the other witnesses, answered questions.

The Chair submitted a proposal to the Committee from the Minister of National Defence to have the Quality of Life Report incorporated in future annual reports of the Chief of Defence staff.

It was agreed to support the Minister’s proposal.

At 5:33 p.m., the Committee adjourned to the call of the Chair.
