Thursday, November 22, 2001
The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:35 p.m. this day, in Room 253-D, Centre Block, the Chair, David Pratt, presiding.
Members of the Committee present: Leon Benoit, Stan Dromisky, Cheryl Gallant, John O'Reilly, David Pratt, David Price, Carmen Provenzano, Elsie Wayne, Bob Wood.
Acting Member present: Bernard Bigras for Claude Bachand.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.
Witnesses: From the Council for Canadian Security in the 21st Century: Professor Jack Granatstein, Co-Chairman. From the University of Calgary: Professor David Bercuson, Director, Centre for Military and Strategic Studies.
The Chair presented the Fourth Report of the Sub-Committee on Agenda and Procedure which read as follows:
Your Sub-Committee met on Wednesday, November 21, 2001, to consider the Committee’s future business with respect to its study on the state of readiness of the Canadian forces and agreed to make the following recommendation:
That, unless otherwise ordered by the Committee, when witnesses appear before the Committee, substantive motions, for which a 24 hours’ notice has to be given to the members of the Committee, be considered at the end of the meeting and that, if a vote is called, it be deferred to the beginning of the next Committee meeting.
On motion of John O’Reilly, seconded by Elsie Wayne, the Fourth Report of the Sub-Committee on Agenda and Procedure was concurred in.
Pursuant to Standing Order 108(2), the Committee resumed consideration of its study on the state of readiness of the Canadian Forces.
The witnesses made opening statements and answered questions.
At 5:33 p.m., the Committee adjourned to the call of the Chair.
