Meeting No. 36

Thursday, January 31, 2002

The Standing Committee on Fisheries and Oceans met at 9:13 a.m. this day, in Room 536, Wellington Building, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Andy Burton, John Cummins, Rodger Cuzner, Wayne Easter, Georges Farrah, Loyola Hearn, Dominic LeBlanc, James Lunney, Bill Matthews, Lawrence O'Brien, Jean-Yves Roy, Paul Steckle, Peter Stoffer, Suzanne Tremblay, Tom Wappel.

Acting Member(s) present: Gary Lunn for John Cummins.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

The Sub-Committee proceeded to the consideration of matters related to committee business.

The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Fisheries and Oceans has the honour to present its

 

THIRD REPORT

 

Your Sub-Committee recommends that the Committee adopt the following programme:

 

That the Committee hear witnesses from DFO and other stakeholders on the management of Fraser River fisheries on February 5, 2002;

 

That the Committee hear witnesses from DFO, Heritage Canada and other stakeholders on the Little Harbour causeway issue on February 7, 2002;

 

That the Committee invite the Minister of Fisheries and Oceans and the Commissioner of the Canadian Coast Guard to appear February 19, 2002;

 

That the Committee hear witnesses from DFO and the David Suzuki Foundation on sea lice and their implications for Pacific salmon on February 21, 2002;

 

That the Committee invite the Minister of Fisheries and Oceans to appear on the Main Estimates for DFO on February 28, 2002;

 

That the Committee travel to Boston, Mass., Atlantic Canada and Québec from March 12 to 20, 2002, to continue the study of the Marine Communications and Traffic Services and to hear witnesses on aquaculture and local fisheries issues;

 

That the Committee consider the draft of a report on the Marine Communications and Traffic Services on April 9 and 11, 2002;

 

That the Committee consider the draft of a report on aquaculture on April 23 and 25, and May 21 and 23, 2002; and

 

That the Committee travel to Ontario from April 29 to May 3, 2002, to complete its aquaculture study and to hear witnesses on Small Craft Harbours and local fisheries issues.

Gary Lunn moved that the report be concurred in.

Debate arose thereon.

On motion of James Lunney, it was agreed, - That the report be amended by striking the words “invite the Minister of Fisheries and Oceans and the Commissioner of the Canadian Coast Guard to appear February 19” and inserting “invite the Minister of Fisheries and Oceans and the Commissioner of the Canadian Coast Guard to appear on either February 26 or 28”.

The question being put on the report as amended, it was concurred in.

On the motion of Bill Matthews, it was agreed, - That the budget for the trip to Boston, Mass., Atlantic Canada and Québec in the amount of $143,814.80 be approved.

On the motion of James Lunney, it was agreed, - That the Committee seek an Order of Reference from the House of Commons to travel in March 2002 to Boston Mass., Atlantic Canada and Québec to continue their studies on aquaculture, the Marine Communications and Traffic Services and local fisheries issues, and that the necessary staff do accompany the committee.

On the motion of Jean-Yves Roy, it was agreed, - That the Chair be authorized to finalize the Committee’s travel itinerary to Boston, Mass., Atlantic Canada and Québec.

At 09:44 a.m., the Committee adjourned to the call of the Chair.
