MINUTES OF PROCEEDINGS

Meeting No. 9

Tuesday, May 1st, 2001

The Standing Committee on Fisheries and Oceans met at 9:13 a.m. this day, in Room 705, La Promenade Building, the Chair, Wayne Easter, presiding.

Members of the Committee present: Sarkis Assadourian, John Duncan, Wayne Easter, Georges Farrah, Gerald Keddy, Dominic LeBlanc, James Lunney, Lawrence O'Brien, Guy St-Julien, Paul Steckle, Peter Stoffer, Suzanne Tremblay, Tom Wappel.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

The Committee proceeded to future business of the Committee.

On the motion of Sarkis Assadourian, it was agreed, - That the Committee Operations budget in the amount of $36,200 be approved as presented.

Sarkis Assadourian moved, - That the Standing Committee on Fisheries and Oceans recommend that the Government of Canada enact legislation to prohibit the sale of bulk freshwater from Canada.

After debate, the question being put on the motion, it was negatived on the following show of hands:

YEAS: 1 NAYS: 7

Gerald Keddy moved, - That, during the questioning of witnesses, there be allocated seven (7) minutes for the first questioner of each party and that thereafter three (3) minutes be allocated to each subsequent questioner (alternating between Government and Opposition parties).

After debate, Peter Stoffer moved, - That the motion be amended by deleting the words "three (3)" and by inserting "five (5)" in their place.

The amendment was agreed to on the following show of hands:

YEAS: 5 NAYS: 4

The question being put on the motion as amended, it was negatived on the following show of hands:

YEAS: 5 NAYS: 6

At 10:13 a.m., the Committee adjourned to the call of the Chair.
