Meeting No. 52

Thursday, May 23, 2002

The Standing Committee on Fisheries and Oceans met at 8:30 a.m. this day, in Room 536, Wellington Building, the Chair, Wayne Easter, presiding.

Members of the Committee present: John Cummins, Rodger Cuzner, Wayne Easter, Georges Farrah, Loyola Hearn, James Lunney, Jean-Yves Roy, Peter Stoffer.

Acting Members present: John Efford for Sarkis Assadourian, Nancy Karetak-Lindell for Domenic LeBlanc, Yves Charbonneau for Lawrence O’Brien, Shawn Murphy for Tom Wappel, Tony Tirabassi for Paul Steckle.

In attendance: From the Library of Parliament: Alan Nixon, research officer.

Appearing: From the House of Commons: The Hon. Robert Thibault, Minister of Fisheries and Oceans.

Witnesses: From the Department of Fisheries and Oceans: Ruth Dantzer, Associate Deputy Minister; Patrick Chamut, Assistant Deputy Minister, Fisheries Management; John Adams, Commissioner, Canadian Coast Guard; Donna Petrachenko, Assistant Deputy Minister, Corporate Services.

Pursuant to an Order from the House of Commons dated Thursday, February 28, 2002: Main Estimates for the fiscal year ending March 31, 2003 - Votes 1, 5 and 10.

The Chair called Vote 1.

Robert Thibault made a statement and, with the witnesses, answered questions.

Georges Farrah moved, - That Vote 1, less the amount of $249,876,000 voted in Interim Supply, carry.

After debate, the question was put on the motion and the result of the recorded division was announced as follows:

YEAS: Yves Charbonneau, Rodger Cuzner, Georges Farrah, Nancy Karetak-Lindell, Shawn Murphy (5)

NAYS: John Cummins, Loyola Hearn, James Lunney, Jean-Yves Roy, Peter Stoffer (5)

Whereupon the Chair voted in the affirmative.

Accordingly the motion was agreed to.

By unanimous consent, it was agreed, - That the result of the division on Vote 1 be applied to Vote 5.

On the motion of Georges Farrah, it was agreed, - That Vote 5, less the amount of $42,474,500 voted in Interim Supply, carry.

The Chair called Vote 10.

Georges Farrah moved, - That Vote 10, less the amount of $79,647,500 voted in Interim Supply, carry.

After debate, the motion was agreed to on the following recorded division:

YEAS: Yves Charbonneau, Rodger Cuzner, Georges Farrah, Nancy Karetak-Lindell, Shawn Murphy, Tony Tirabassi (6)

NAYS: John Cummins, Loyola Hearn, James Lunney, Jean-Yves Roy, Peter Stoffer (5)

Georges Farrah moved - That the Chair report the Estimates to the House.

After debate, the motion was agreed to on the following recorded division:

YEAS: Yves Charbonneau, Rodger Cuzner, Georges Farrah, Nancy Karetak-Lindell, Shawn Murphy, Tony Tirabassi (6)

NAYS: John Cummins, Loyola Hearn, James Lunney, Jean-Yves Roy, Peter Stoffer (5)

At 10:37 a.m., the Committee adjourned to the call of the Chair.
