Meeting No. 5

Tuesday, March 20, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:07 a.m. this day, in Room 308, West Block, the Chair, Nancy Karetak-Lindell, presiding.

Members of the Committee present: Gérard Binet, Serge Cardin, Jean-Guy Carignan, David Chatters, Rodger Cuzner, John Finlay, John Godfrey, Nancy Karetak-Lindell, Gerald Keddy, Benoît Serré, Guy St-Julien, Maurice Vellacott.

Other Member present: Joe Comartin.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Mary Hurley, Research Officers.

Appearing: From the Natural Resources Canada: Ralph Goodale, Minister of Natural Resources Canada, Minister responsible for the Canadian Wheat Board and Federal Interlocutor for Métis and Non-Status Indians.

Witnesses: From the Natural Resources Canada: Peter Brown, Director, Uranium and Radioactive Waste Division, Energy Resources Branch; Don Cunningham, Economist, Economic and Fiscal Analysis Division, Energy Policy Branch, Energy Sector; Anne-Marie Fortin, Legal Counsel. From Petro-Canada: Robert W. McCaskill, Senior Vice-President; Robert H. Andras, Senior Director, Corporate Communications. From Cameco: Gary Chad, Senior Vice-President, Law, Regulatory Affairs & Corporate Secretary.

The Order of Reference dated Friday, February 16, 2001, being now read as follows:

ORDERED, -- That Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro-Canada Public Participation Act be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Pursuant to Standing Order 75(1), Clause 1 of the Bill was stood.

The Chair called Clause 2.

The Minister made a statement and answered questions.

It was agreed, - That the Committee call Robert W. McCaskill, Robert H. Andras and Gary Chad as witnesses, if they wished to.

Robert W. McCaskill made a presentation and answered questions.

Gary Chad made a presentation and answered questions.

The Committee considered future business.

It was agreed, - That the Committee proceed to clause by clause consideration of Bill C-3 on Thursday, March 22, 2001.

Maurice Vellacott moved, - That the Ministers appear before the committee at the earliest possible time to discuss the Estimates.

John Godfrey moved, - That the motion be amended by deleting "at the earliest possible time" and by inserting the following:

"when we receive Part III of the Estimates and before May 31, 2001."

The amendment was agreed to.

The motion, as amended, was adopted.

It was agreed, -That the Committee continue consideration of future business following clause by clause consideration of Bill C-3.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
